Preparation (10 min): Read into your role. Discuss within your group: What do you support/ neglect.

Start (15 min): The Prime Minister holds the Presedency over everything and starts the game: Introduction of the current situation by the Ministry of the Environment. After that, every group has the chance to give a first statement regarding their position to the situation.

Group-Session (30 min): The groups get together and prepare for the Plenary session. During this phase they can negotiate with other groups as they like.

Plenary-Session (40 min): Every group presents their concepts for the situation.

Second Group-Session (30 min): Every group gets together again to adept their concept to what the other groups presented. They can negotiate with the other groups again.

Second Plenary-Session (40 min): Every group presents their adapted concepts.

 

Pause (30 min)

 

Third Group Session (30 min): Every group gets together to adept and finalize their concept. They can negotiate with the other groups one last time.

Third Plenary-Session (40 min): Every group presents their final concepts.

Intermediate Phase (20 min): The Prime Minister decides what should be done. During this phase groups have a chance to get a meeting with the PM to convince them of their concept one last time (Lobbying).

End Phase (15 min): The PM announces the final decision. After that the groups give a last short statement regarding their thoughts towards the decision of the PM: Does the decision make things better or worse?
